Conoco Phillips Refinery Substation

  • This project involves the design of an upgrade to an existing refinery substation serving Conoco Phillips Petro Chemical Plant. The substation is a 115-13.8kV, 70 MVA substation with three transformers that includes a single 115kV bus and two 115kV line sources.
  • The upgrade features the conversion of the 115kV bus to a five breaker ring bus, installation of new system protection relays and control house, metering upgrades, new substation batteries, and upgrades on alarm and SCADA setup. The project initially involved a system planning study and report to address reliability issues to a total power loss as occurred in 2008. Extensive coordination efforts with Bonneville Power Administration, Puget Sound Energy and Whatcom PUD were required.
